Valley of the Thousand Smokes by Dan Cushman

Tom Flynn, taking advantage of his joint Canadian and American citizenship, joins the Royal Canadian Mounted Police. Investigating the brutal death of a boy at a mission school and hospital in Assumption, Sergeant Flynn encounters the mysterious Marie Brissaud and comes to suspect that the youth’s death was caused by Mach de Fer, a vicious wolf dog belonging to Black Jack Survay.
